At the Valdai Discussion Club, Putin framed Russia's correspondence with NATO as a reaction to intimidation attempts rather than aggression. Those same messages included warnings that Moscow could deploy its full arsenal, nuclear weapons included, if Kaliningrad faced danger. NATO publicly asked Moscow to stop the nuclear threats in return. Yet the Kremlin characterizes these stark warnings simply as deterrence.
