    نبذة

The Central Intelligence Agency functions as the civilian foreign intelligence arm of the United States federal government. Its primary mandate involves collecting, analyzing, and disseminating information to senior national security policymakers. Established under the National Security Act of 1947, the agency serves as the nation's first permanent peacetime intelligence organization. It operates independently under the authority of the Director of National Intelligence while remaining strictly prohibited from conducting domestic surveillance or law enforcement activities within American borders.

Headquartered at the George Bush Center for Intelligence in Langley, Virginia, the organization maintains a global footprint with facilities and personnel stationed across the United States and hundreds of international locations. The agency organizes its workforce into five directorates covering operations, analysis, science and technology, digital innovation, and support services. These units coordinate efforts to address diverse threats ranging from traditional espionage to modern cyber warfare and counterterrorism.

Since its inception, the CIA has played a pivotal role in shaping US foreign policy during critical historical periods. From Cold War covert operations to post-September 11 counterterrorism campaigns, the agency adapts its methods to meet evolving geopolitical challenges. Despite operating with significant secrecy, the organization maintains a public presence through its website and electronic reading room, where it releases declassified documents for public review.

The statutory mission of the agency is to collect, evaluate, and disseminate foreign intelligence related to national security. It also conducts covert activities when directed by the President. The organization aims to provide timely and accurate intelligence to support informed decision-making by US policymakers. All employees take an oath to support and defend the Constitution upon joining the service.

    التاريخ

The origins of the Central Intelligence Agency trace back to the Office of Strategic Services (OSS), the World War II intelligence unit tasked with coordinating espionage behind enemy lines. Following the disbandment of the OSS in 1945, President Harry S. Truman recognized the necessity for a permanent intelligence organization. The National Security Act of 1947, signed on July 26 and effective September 18, formally established the CIA as the nation's first peacetime intelligence agency. Rear Admiral Roscoe H. Hillenkoetter became the first Director of Central Intelligence after a brief transition period under Rear Admiral Sidney Souers.

The CIA Act of 1949 granted the agency authority to secretly fund operations and develop personnel procedures outside standard government practices. By 1953, the organization had grown sixfold from its founding size and established three of its five current directorates. Early years included successes such as supporting anti-communist forces in Western Europe alongside controversies like the failed Bay of Pigs invasion in 1961.

During the Cold War, the agency expanded its global reach through paramilitary operations in Southeast Asia and support for anti-Soviet mujahideen in Afghanistan. The end of the Cold War brought budget cuts and a shift toward new threats including weapons proliferation and terrorism. After the September 11 attacks, the CIA assumed a central role in the War on Terror, conducting covert drone strikes and enhanced interrogation techniques. The Intelligence Reform and Terrorism Prevention Act of 2004 restructured the community, separating the roles of the Director of Central Intelligence and the Director of National Intelligence.

In recent decades, the focus has shifted toward cyber threats, counterintelligence, and adapting to a multipolar world. Directors from Leon Panetta to John Ratcliffe have shaped priorities, balancing traditional espionage with emerging challenges. The agency remains a key instrument of US foreign policy operating under congressional oversight.
